The administration team has decided to make some alteration to a few server rules, which have been implemented with immediate effect as of March 13, 2016. Please be guided accordingly with the rule changes. You may review the full rule listing here.


General Rules and Regulations
Spam-robbing and spam-scamming is not allowed.
You are allowed to scam and rob players, although scamming / robbing should not be treated as a sidejob. (Participating in more than 3 robberies in less than 24 hours.) If you are short of cash, please use the sidejobs which are provided on the server, instead of repeating mentioned actions.

Spam robbing and spam scamming is defined as repeatedly and intentionally using the SAME method to conduct crime to gain cash. Robberies and scams are enticed to be fully roleplayed and thought out before their conduction. Players are limited to two major scams a week and one major robbery a day. Administrative permission may be given to continue past these limits with proof of pre-meditated RP. You may, however rob several people at once in a situation of needed crowd control without breaching this rule.

This rule applies differently to factions, and groups larger than 3 individuals who are not in a faction that lead a robbery. As a group you are all making the decision to rob, therefore this rule will apply to your group being an individual.

Example 1: Having 10 people from your faction rob 10 different places within a day is not allowed, as the 10 people are all part of the same faction. As a faction, you may only rob up to 3 times within 24 hours.
Example 2: Having 2 people from your faction rob two separate stores as a distraction, while 5 people from your faction rob a bank as the main focus counts as 3 individual robberies. After having done two distractions and one main focus, you may not rob for another 24 hours.
Example 3: Having members of your faction rob Montgomery Bank, then a few hours later proceed to rob Palomino Creek Bank is not allowed, as bank robberies are considered to be a major robbery. As stated above, you may only have one major robbery per day. You may still rob two smaller businesses such as pizza stacks, bars, and stores after having only done one major robbery.


Killing after a Robbery/Scam (or attempted robbery/scam) is disallowed, unless the victim accepts the kill via /do.

It is deemed to be highly unrealistic to kill/inflict deadly injuries to a person you earlier (attempted to) rob, just to make them unable to contact the police later. Also, the order of mentioned actions does not matter - you are not allowed to rob a person you killed.

This does not count if the player is in the downed screen; only if they have been shot in the head/executed.

Robbing and Scamming Rules

You may not rob someone that is ACTIVELY on duty for the following jobs and side jobs without admin permission:

Taxi Driver
Bus Driver
Pizza Delivery
Coal Miner
Trash Collector

Admin permission is not continuous. Each situation is different and requires admin permission.

  • Fixed a bug where for sale labels on vehicles would display incorrect information after being collected from a repair garage.
  • Fixed a bug where one of the hotring racers could be obtained as a donator vehicle.
  • Fixed a bug where players would occasionally be prompted to purchase an "Aircon Fan" when editing furniture.
  • Fixed a bug where the Bone County Coal Mine would not show up as a sidejob business in /mybizz.
  • Fixed a bug where the repair/respray area in the Bayside Marina did not work.
  • Fixed a bug where unit labels could get stuck on faction vehicles after being frespawned.
  • Fixed a few strange bugs with /housemusic.
  • Fixed an issue where players would get stuck in vehicles if they died/accepted death while inside of them.
  • Fixed some dialog order issues with the MDC.

| Part One - Introduction


Dear Employees,

We'd like to start this Newsletter by wishing all of you a Merry Christmas and a Happy New Year! It has been a very busy month for the Department, from Academy 29 to the more recent shooting in Club Pulse. However with the busy month of December finally out the way, we'd like to thank all of you for your outstanding effort within your roles, both administratively and field-based, your effort this month hasn't gone unnoticed. We have tried extra hard this month to have an extra layer of engagement with the County, giving away some prizes to the public over the festive period, and it seems to have made a difference with the way the public looks at the department so the events this month have been a success.

However, we do have to look forward what is coming up in the coming months. The month of January again promises to be a busy one, and it requires the utmost professionalism from yourselves and us, the High Command Team. We need to work as a team, and make January, and 2016 as a year a successful one. We're going to be continuing with the Command in Training Scheme and making sure that they are continually being trained so that, by the end of their scheme they have all the traits and attributes that a successful Command Team member requires, providing stability for the Department as a whole.

This year promises to be a very long road, with the Command in Training scheme wrapping up within the first few weeks in January, and the Sergeant in Training scheme going to be coming in to full operation shortly.

Not only are we looking to stabilise the Department by looking at the middle of the supervisory chain, we are also looking to bring back rewards for NCOs. With Trooper of the month returning, and more incentives being thought up by the Command & High Command Team, now is the best time to be part of the San Andreas State Police.

| Part Two - Emergency Services Unit


This month also seen the addition of one of the most complex units within the San Andreas State Police. The Emergency Servies Unit has returned at the helm of Master Sergeant Vincent Kemp. Master Sergeant Kemp has proven in the past his ability to run this unit, and has proven so far that he is the right man for the job. He had this to say about the re-implementation of the unit;

Seasons greetings,

The Emergency Services Unit originated under the leadership of Dwayne Reeves around 2 or 3 years ago. As soon as I joined the department in 2013, I joined the Emergency Services Unit under Dwayne Reeves and served for essentially my entire time in the department since (that the division has existed). The Emergency Services Unit is now of course led by me, though the purpose and intention of the unit remains unchanged. We're a unit which primarily responds to tactical and dangerous scenes (i.e. a shots fired / code zero) as a medical resource and at times which the SACFD would be an inappropriate resource. We often assist the Special Weapons and Tactics division on breaching buildings by having an ESU member at the back of each breaching party to quickly intervene and issue life-saving treatment if necessary.

We currently have 6 full time ESU members including 2 ESU Command and 4 ESU members. We also have 2 trainees which are due to conduct their training after the Christmas period. These members are all trained in Basic Life Support, which is the delivery of simple yet extremely effective and necessary interventions during the 'golden hour'. We also have two members (ESU Command) who are Advanced Life Support trained, meaning that we're able to apply our advanced skills to patients which may be either more advanced (e.g. epileptics, diabetics) or more critical (e.g. trauma, falls from heights). The Emergency Services Unit is based in Fort Carson at the previous Sheriff's Office, this is where you'll probably find one of us if we're needed for a non-emergency discussion.

At present, I'm very satisfied with the work of the Emergency Services Unit. They're working extremely proficiently and I'm not at all concerned about the activity of our tight-knit team. With regards to the future, ESU Command are looking to implement a new skill level within the unit of Intermediate Life Support, which is a midway between the BLS and ALS groups. It'll be an opportunity for our BLS EMTs to advance to and we believe it will ease the process to a full ALS paramedic. The level will include the more 'basic' ALS skills, such as drug administration (IV Bolus and Infusion) and Laryngeal Mask Airway Intervention. We're also looking to work with the Air Support Unit to improve our utilisation and response of our aircraft, ABLE-1 and ABLE-2, for the appropriate situation (i.e. Able-1 responds to Search and Rescue OPs and complex medical operations, Able-2 responds to general medical situations).

| Part Three - Recruitment & Training Unit


We have re-introduced the Recruitment & Training Unit, thus combining the previous Recruitment Unit and Academic Training Unit. What this means is, communication between Recruitment and Training will be a lot more efficient as it will be within the one unit, with one Director overseeing it. It means that Troopers who may be assigned to recruitment who's job is complete after the interview will be extended over to the Academy, allowing familiar faces to conduct training which is not only an ease for the Academy Students, but allows the unit to be consistently active and not active solely during recruitment batches.

The recruitment system that is in operation at present will not change, however recruitment will be closed for the foreseeable future due to a lack of interest from the public in the previous batch for Academy 29. Of course, we do not want to just hire anyone so standards will still remain understandably high.

A brand new Probationary Trooper Examination has also been implemented for the training stage. The Exam was written and designed by Commander Mark Cambridge and Lieutenant CiT Nathan Drake. The exam is designed to test not only the knowledge of an Academy Student, but their situational and observational skills. The system we have also used for this exam is an extremely efficient one, allowing exams to be marked quickly and results be returned to Students in a quick fashion.

Academy 29 also seen the removal of the Probationary A and Probationary B system, however the team are looking to bring back a similar system for the coming batches. It was dropped due to the lack of numbers in Academy 29, deeming the system infeasible.

Probationary Troopers will still spend two weeks during the Field Training stage and after, will be reviewed by all parties involved with their training up to that point, along with Command and High Command to decide whether or not they should be confirmed as a full State Trooper.

| Part Four - Academy 29


The Department has once again ran a successful academy, with Academy 29 coming to a close on Saturday the 19th of December. The Cadets and Training Instructors who were attending had a fantastic time, and it was an enjoyable day for all. Every Cadet who also attended has also passed their Probationary Trooper Examination and has moved on to the Field Training Stage. We'd like to congratulate the following for completing Academy 29 and passing their Examination;

| Part Five - Special Investigations Division


SID is one of our most stable and efficient divisions running at present. Their presence on the streets has led to the confiscation of over 1 million USD illegal contraband from the streets of San Andreas in the month of December. Their efforts may have, and will have saved the lives of many people on the streets of San Andreas and that is something we can all thank them for.

The division is one of the main field-based career paths that a trooper can take in the San Andreas State Police. It us currently being ran by Director and Lieutenant CiT Alejandro Fernando. His absence, due to vacation, has proven how efficient this division actually is, as it does not require it's Director to consistently pus the division. For this, we applaud them.

However, in the future we are going to be taking a heavy stance in gang enforcement and the SID are the first people we are going to ask to assist with that, and we know that in the future, they will take on that task with their utmost effort.

| Part Six - Special Weapons and Tactics


It has been an outstanding month for the SWAT team. Their efforts in multiple situations throughout San Andreas have led to the safe arrests of multiple dangerous armed suspects. Not only this, they have used bomb disposal, and negotiation tactics to defuse other situations, really showing how diverse and multi-skilled this elite squad are. Their highlight of this month has to be the situation in Jefferson Motel with multiple armed males barricaded inside. Declan Betke lead the situation with professionalism and efficiency. His tactic of suppressing the shooters, until they decided to retreat was outstanding, and without him as element leader, may not have been as successful. Betke added to his outstanding tactic by at the end, rushing down the corridors of the motel towards the final exit, taking the suspects by surprise and ending the situation without any troopers being injured.

Special Weapons and Tactics is the second field-based career path that a trooper can take. It is currently being lead by SWAT Commander Michael Eastman.

| Part Nine - Command in Training


The current candidates have been given a break over the holiday period, however will resume on the 2nd of January. Two weeks from that date will be the CiT final evaluation date. At this point not all of the current candidates will remain within their Command Team placement as the department cannot justify such a bulging Command Team for the Department size. We can not confirm at present how many positions will be available in the Command Team, however we can confirm that not all five candidates will remain.

We would like to re-assure the NCO and Sergeant bracket of the department that before this break, we were reviewing the candidates on a weekly basis to make sure they are suitable for their position, even as a candidate. If anyone has any complaints regarding any Lieutenant candidates, then please forward these to Commander Mark Cambridge of Chief of Police Connor Smith.

Final evaluation date: 16/1/16.

| Part Ten - Crime Report & Statistics


Crime Report
The monthly crime review has shown that Palomino Creek remains to be the most dangerous town within Red County, and the most dangerous for us to operate in. Going forward we must ensure that all troopers take extra care while being operational in the area.

The report has also shown that the highest gun crime rate is also Palomino Creek, with a clear link being distinguished.

Our SID team have worked an intelligence report which tells us there is rising organisations in Montgommery and Blueberry and it is something that we as a Department will be looking to counter as soon as possible.

| Closing Words


As the Department moves forward officers will come and go, I want to see you all face your daily challenges however with a smile on your face. Remember this is no easy going county however we sometimes make it harder for ourselves as we set a negative example towards the public. As we push forward and develop as a department, public engagement is something that we definitely need to begin working on. Relations with the public isn't just the Public Affairs team job; every Trooper in the department acts an ambassador. Every interaction with the public can change an opinion of the SASP and as we move forward and progress moving into a modern day law enforcement organisation, we need to improve our public image. With a developing department such as ours, times can be stressful which we as the High Command team understand. However, we ask the Troopers to address the public issues with the same professionalism that you address your tasks on a daily basis.
