Adjustments/Changes

• ACP tickets now show assignee.
• Creating a ticket for users on the UCP now accepts a minimum of 25 characters.
• When the ticket is invalid (no subject, no category chosen, below min chars) you get a red message to make it easier.
• Users now get an error message when their master account hasn't passed the quiz or application yet when trying to make a support ticket on the UCP.
• Tickets for the ACP now use a different editor making it easier for mobile.
• Rank 1-3 SASP can't use Criminal Record generator and Weapon Licenses viewer.
